We present a location-based view, based on the GSM (Global System For Mobile Management)and GPS(Global Positioning System) event mechanism that provides users with Emergency service portability between wide variety of communication end-points. The architecture supports devices with different configuration formats, through the use of device controllers that manage all devices in an area. Several means of location discovery are used which, along with user scripts that specify desired Emergency service scenarios.
